Supremacy of Server Rules
#The server rules, Minecraft EULA, Discord terms and staff decisions override this Code. Where they conflict, staff decide and this Code is read down.
The in-character legal code of Horizons SMP Season 10, in twelve chapters covering crimes, public order, traffic, commerce, land, courts, government, business, employment, banking and public finance.
Server rules override this law. This is in-character law, not a replacement for the OOC rules.

Chapter IFoundations
11 articles
The Constitution of the Code: server rules first, four Cardinal Rules, and the only lawful reasons to use force.
The server rules, Minecraft EULA, Discord terms and staff decisions override this Code. Where they conflict, staff decide and this Code is read down.
Four acts are illegal by default: killing a player, griefing a build, stealing property and wearing equipped armor inside town limits. Force exceptions are in Article 1.03; armor exceptions are in Article 4.01.
Force is lawful only in a consensual duel, a declared war, a registered team battle or a registered raid, defense of yourself or another, a court-authorized capture of a declared outlaw under Article 9.12, or an on-duty guard acting under this Code. Consent must be clear and current, and may be withdrawn.
Penalty: Not a crime
A player is a person. A day is 24 real hours and an in-game day is 20 minutes. Town limits are the registered boundary, and property includes blocks, items, containers, mobs and claims.
This Code is published at spawn and at the documentation site. Ignorance may mitigate a first petty offense but is not a defense. New or amended articles take effect after one in-game day.
Players may speak, trade, build on lawful land, form a team and leave a town. No player may kill, rob, grief or search another player. Staff tools are not player rights.
Officials act only within the powers this Code grants and must record official acts. Good faith may reduce discipline, but it never excuses violence, theft or griefing.
An attempt requires a substantial step toward a crime. A conspiracy requires an agreement and an overt act. Knowing complicity carries the penalty of the offense one band lower.
Deadlines run in real hours unless stated in in-game days. A deadline falling while a party is offline extends by one in-game day. A court may extend a deadline for good cause.
This Code applies in towns, wilderness, the Nether, the End and on roads. The council amends it under Article 10.12. Item, fee and protected-species schedules change by published notice.
SURRENDER: a player who stops resisting, drops or holsters weapons and complies, or states submission in chat or voice. PROBABLE CAUSE: recorded facts a reasonable guard would rely on before acting. GUARD: a licensed officer under Article 9.15. JUDGE: a court officer appointed under Article 9.09. COURT: the panel under Article 9.10. GOVEXECUTIVE: the executive office holding warrant, waiver and job powers. SERVER COUNCIL: the OOC staff body; TOWN COUNCIL: the mayor and councillors under Article 10.05. OUTLAW: a player declared outside the law by a court and capturable under Article 1.03. RESTITUTION: returning or replacing what was taken, valued in items. IN-GAME DAY: 20 minutes of server time; REAL DAY: 24 real hours. WITNESS: a player who saw the act and gives evidence. MILITARY-GRADE: the Class H list under Article 5.08. IMPOUND: police custody of a vehicle under Article 6.15. CONTRABAND: an item whose possession is itself illegal, such as a forged permit or military-grade ordnance. BANK: a lawful business that keeps physical gold deposits under written receipt and makes loans under Article 7.08; all gold is physical and no digital or virtual currency exists. BLASTING: civilian TNT under Article 5.07; a Class B Blasting permit allows at most 16 TNT; not military-grade. NUCLEAR MATERIAL: uranium, nuclear fuel and nuclear devices; military-grade under Article 5.08; no civilian may hold, mine, refine, trade or use it. EXPLOSION AREA PERMIT: the government permit under Article 5.07 required for any detonation in a named area before it happens. MINING PERMIT: the government permit under Article 8.09, issued through the registrar under Article 8.12, required for underground mining.
Chapter IICriminal

Violence against a player is criminal unless Article 1.03 makes it lawful. Death is temporary; the harm to time, gear and consent is not.
Intentionally or knowingly causing a player's death outside Article 1.03 is murder. A death caused during robbery, burglary, arson or kidnapping is also murder. Respawn does not undo the offense.
Penalty: Aggravated felony
Recklessly causing a player's death is manslaughter, including TNT near players, firing into a crowd, collapsing a build or ramming a vehicle.
Penalty: Felony
Gross negligence that causes a death is negligent homicide, such as an unmarked pit, an abandoned trap or an uncontained fire.
Penalty: Felony
An intentional act that makes a player reasonably fear immediate harmful contact is assault. Aiming a firearm or raising a weapon counts; words alone do not.
Penalty: Misdemeanor
Intentional harmful contact is battery: a melee hit, a projectile, a harmful potion, a push into lava or setting a player on fire.
Penalty: Misdemeanor
Assault or battery with a weapon, in a group of three or more, against an official, in a safe zone, or causing serious injury is aggravated.
Penalty: Aggravated felony
A credible, targeted threat of violence is illegal, as is repeated contact after a clear request to stop. Generic trash talk is not a crime.
Penalty: Misdemeanor
A demand for items or action backed by a threat to person, property or reputation is extortion. "Pay me or I grief your base" is the paradigm.
Penalty: Felony
Moving or confining a player without consent by force, threat or deception is kidnapping. Ransom, hostage-taking or use as a shield is aggravated.
Penalty: Felony or aggravated felony
Giving a harmful potion, effect or adulterated food without consent is poisoning. A lethal dose is murder or manslaughter according to intent.
Penalty: Misdemeanor
Consciously disregarding a substantial risk of death or injury is reckless endangerment. Leaving an unmarked trap, pit, lava or armed explosive after use is an abandoned hazard.
Penalty: Misdemeanor
Pretending to be a guard, judge or town official is illegal; impersonating a staff member is a staff matter, not an IC crime. Destroying evidence, intimidating a witness, making a false report or lying under oath is obstruction or perjury. Perjury that causes wrongful punishment is aggravated.
Penalty: Misdemeanor or aggravated felony

Builds, chests and livestock are property. Restitution is owed before any fine, and staff enforcement of griefing and stealing runs alongside this Code.
Property is owned by registry entry, signed structure, marked container or active use. Unregistered wilderness is unowned. Abandoned registered land returns to the town only after the notice and hearing in Article 8.11, never to looters.
Taking another's property with intent to keep it is theft, including blocks, container contents, livestock, item frames and dropped loot. Keeping lost property without a reasonable attempt to return it is theft by finding. Hiding stolen goods in a shulker or ender chest is possession; possession inside an ender chest is proven only by lawful evidence under Article 9.06, never by a staff search.
Penalty: Misdemeanor
Theft by force or threat is robbery. Robbery with a displayed weapon is armed, and robbery causing injury is aggravated. Robbing a bank under Article 1.11 is aggravated.
Penalty: Felony or aggravated felony
Entering a building or claimed area with intent to commit a crime inside is burglary, even without theft. Breaking a block to enter is aggravated.
Penalty: Felony or aggravated felony
Entering or remaining on another's property without permission is trespass. Occupying, building on or claiming another's land without permission is squatting.
Penalty: Misdemeanor
Deliberate, repairable damage to another's build is vandalism, a misdemeanor. Substantial destruction or alteration is griefing, a felony, including block spam, lava casts, TNT and machine damage. Griefing is lawful only against a military target in a declared war or within the registered terms of a raid under Article 1.03.
Intentional fire, lava or explosion damage to property is arson, including fire that spreads from your own build. Arson of an occupied building is aggravated.
Penalty: Felony or aggravated felony
Destroying roads, bridges, rails, lamps, power lines, public farms, portals or waystones is a felony against the public. Restitution includes the cost of emergency repair.
Penalty: Felony
Knowingly holding or transferring stolen property is receiving stolen goods. Killing, taking or releasing another player's livestock or tamed mobs is rustling.
Penalty: Misdemeanor
In a lawful duel only the agreed stakes may be taken; other dropped gear remains the loser's property. In a declared war only declared spoils may be kept. Taking more is theft.
Penalty: Misdemeanor

Towns are social spaces: armor off, weapons holstered, roads open and emergencies real.
Wearing equipped armor inside town limits is illegal. Exceptions are an on-duty guard, active defense, a declared war or registered raid, 60-second transit grace, an arena duel and an emergency order under Article 10.11. Armor in inventory is not wearing.
Penalty: Petty
Drawing or aiming a weapon at a player in a threatening way is brandishing. Firing a gun or detonating an explosive in town is illegal except in lawful self-defense under Article 5.11 or at a licensed range.
Penalty: Misdemeanor
Sustained voicechat noise, soundboard spam, shouting or targeted voice harassment after a warning disturbs the peace. Slurs, NSFW and doxxing are staff matters first.
Penalty: Petty
Reckless conduct that creates a substantial public risk is illegal, including firing near a crowd, luring hostile mobs into town or driving an unsafe machine through a street. Wither summoning is military-grade under Article 5.08.
Penalty: Misdemeanor
Spawn, market, courthouse, town hall, hospital and waystone plazas are combat-free. No brandishing, discharge, traps or provoking; a combat-tagged player may not shelter in one. Attacking into or out of a safe zone is aggravated.
Penalty: Felony or aggravated felony
A town may impose a curfew during war, disaster or riot. Guards, medics and residents traveling home are exempt. An order must be published and expires within one real day unless renewed.
Penalty: Misdemeanor
Three or more players assembled to commit violence form an unlawful assembly. Four or more causing public violence after a dispersal order form a riot, and organizers are aggravated.
Penalty: Felony or aggravated felony
A public duel needs clear consent, agreed terms, a witness or screenshot, and an arena or designated wilderness. A street duel is disorderly; harming a bystander is aggravated assault.
Penalty: Misdemeanor
Blocking a road, gate, rail, waterway or public entrance is illegal. Knowingly calling guards or medics for a false emergency is a separate offense, aggravated if someone is hurt responding.
Penalty: Misdemeanor or aggravated felony
Building or terraforming that foreseeably collapses, floods or spills lava onto public space is illegal. Public NSFW skins, signs or chat are staff matters first, then a petty offense.
Penalty: Petty

Weapons need a class-specific permit, are carried by class and kept out of civic spaces. Wars and duels are the only organized ways to use them against players.
A firearm is any TACZ gun. A regulated weapon is a firearm, explosive, launcher, turret or military-grade device. An explosive is any item or machine that causes area damage or block destruction. The council publishes Schedule 5.A, which maps every TACZ gun to a permit class.
No person may carry, draw, brandish or use a regulated weapon outside their own claim without a valid permit for the matching class. The classes are L Light Firearm, S Shotgun, R Rifle, P Precision Rifle, H Heavy Weapon, D Dealer and G Government Duty. A Class H permit is not a civilian carry permit. A permit names its classes and expires at season end.
Penalty: License action
A Class L, S, R or P permit allows open carry of a weapon in its class. Only a Class L pistol or handgun may be concealed; a submachine gun is open carry only. In a town core, only a concealed Class L handgun or an on-duty Class G officer may carry. A weapon must be unloaded and cased in a civic building, bank, market, spawn, hospital, courthouse or town hall.
Penalty: License action
Courthouse, town hall, bank, market, spawn, hospital and waystone plazas are gun-free. Signs mark the boundary. On-duty guards are exempt.
Penalty: Misdemeanor
No discharge in town except lawful self-defense under Article 5.11 or at a licensed range. No shooting across a road or from a vehicle. A range needs a backstop and a safety officer.
Penalty: Misdemeanor
Hunting needs a license, must occur outside town and may not target protected fauna. Lethal or unmarked traps are illegal even on your own claim; marked non-lethal traps are allowed.
Penalty: Misdemeanor
Any explosive is military-grade and illegal for civilians; only a Class G government or military duty holder may hold or use explosives, launchers, grenades, explosive ammunition or mining charges, on duty and recorded under Article 5.09. Sole exception: a Class B Blasting permit lets a citizen hold at most 16 TNT; more than 16 TNT, or any other explosive, is a felony. Class B permits issue through the registrar under Article 8.12. No detonation anywhere without a government explosion-area permit issued for that area beforehand, except lawful self-defense under Article 5.11; detonating without it is a felony. No storage or detonation in town except lawful self-defense under Article 5.11. No TNT trap and no TNT within 16 blocks of a structure or road. Uranium and nuclear material: no civilian may hold, mine, refine, trade or use them; military-grade under Article 5.08.
Penalty: Felony
Military-grade is the Class H list in Schedule 5.A: machine guns, RPGs, launchers, grenades, all explosives, uranium and nuclear material, and wither summoning. TNT under Article 5.07 is not military-grade; mining charges and every other explosive are. No civilian may own, carry or use military-grade weapons or ordnance. Only a Class G government or military permit allows them, only while on duty, and every item is entered in the weapon registry under Article 5.09. Possession or use of military-grade is a felony.
Penalty: Felony
Dealers need a Class D permit and must record buyer, weapon class, serial and date. Transfers and loss or theft are recorded within one in-game day. Selling a weapon to a person without the matching class, or selling a Class H weapon to a civilian, is aggravated.
Penalty: License action or aggravated felony
Full-auto conversion, explosive ammunition and anti-registration modifications are illegal. In town, firearms not lawfully carried are unloaded and cased in a container.
Penalty: Felony
Reasonable, proportional force against imminent unlawful force is lawful, but deadly force never protects mere property. A duel needs consent, terms and an arena; a kill after yield is murder.
Penalty: Not a crime
Leaders declare war in writing, register combatants, set a window and rules of engagement. Only combatants and military targets may be attacked; neutrals, surrendered players, safe zones and protected sites are immune.
Penalty: Aggravated felony
Schedule 5.A maps TACZ gun types to permits. Class L Light Firearm: pistol and smg, such as Glock 17, M1911, P320, MP5, P90, UZI and Vector. Class S Shotgun: shotgun, such as M870, SPAS-12, M1014 and AA-12. Class R Rifle: rifle, such as M4A1, HK416, SCAR-L, G36K, AUG and M16A4. Class P Precision Rifle: sniper, such as AWP, M700, M95, M107 and Kar98k. Class H Heavy Weapon: mg, rpg, launchers, grenades and explosives, such as M249, RPK, EVOLYS, RPG-7 and M320. Class D is dealer only and Class G is government duty only. Class B Blasting: TNT only, at most 16 TNT; a blasting permit class, not a weapon class and never military-grade. Mining charges and every other explosive are Class H and military-only. This schedule covers TACZ default and Elite x Quality Guns. A custom or unlisted weapon or explosive is Class H until the council classifies it. The Class H list is the military-grade list for Article 5.08. The published schedule controls over examples in this article.
Carrying a regulated weapon without the matching permit is unlicensed carry: a misdemeanor in the wilderness and a felony in a town core. Brandishing a weapon to threaten, carrying in a gun-free zone, or lending a permit is a separate offense. A forged, altered or borrowed permit is invalid. A weapon may be held for court only under a warrant or with consent, recorded under Article 9.13. A first offense may be cured by surrender and a fine; a repeat within 30 in-game days is aggravated.
Penalty: Misdemeanor or felony; aggravated on repeat

Drive on the right, hold the matching Quad, Car, Truck, Helicopter or Plane license, and yield to trains, emergency vehicles and pedestrians.
A vehicle is any Immersive Vehicles car, truck, quad or aircraft, boat, minecart, train, ridden animal or moving Create contraption. For licensing, there are five classes: Quad, Car, Truck, Helicopter and Plane. A boat on a public canal needs a Car License; minecarts and trains follow the rail operator rules. Elytra are disabled.
Drive on the right half of every marked public road. Keep right except to pass or turn left; do not drive on sidewalks or shoulders. Riders and livestock keep right, and vehicles pass them at 20 km/h with three blocks of clearance.
Penalty: Misdemeanor
Speed limits are 20 km/h in a pedestrian core, 40 in town, 60 on a rural road, 90 on a highway and 30 off-road. Leave a two-second gap, doubled in rain, snow or darkness.
Penalty: Misdemeanor
Pass on the left with clear oncoming road, never at an intersection, bridge, tunnel or rail crossing. Signal at least three seconds before a turn. Use headlights from dusk to dawn and in bad weather.
Penalty: Petty
Yield to traffic already in the intersection and to vehicles approaching from your right. A left turn yields to oncoming traffic and pedestrians. In a roundabout, travel counter-clockwise and yield to circulating traffic.
Penalty: Misdemeanor
Slow to 20 km/h at a rail crossing, look both ways and stop for a visible Create train. Trains have absolute priority. For an emergency vehicle, pull right, stop and stay stopped until it passes.
Penalty: Misdemeanor
Ramming, driving on a sidewalk, repeated near-misses or 30 km/h over the limit is reckless driving. Racing or drifting on a public road needs a closed-road permit. Do not drive under Nausea, Blindness, Darkness, Poison, Slowness or Levitation.
Penalty: Felony
After a crash, stop, protect the scene, offer aid, exchange names and plates, and report to the town within one real day. Leaving an injury crash is a hit-and-run.
Penalty: Felony
No one may drive or pilot a vehicle on a public road, waterway, airfield or town without the matching license. Quad License (Q) covers quads, ATVs, UTVs and off-road buggies. Car License (C) covers cars, vans, light pickups and taxis. Truck License (T) covers heavy trucks, buses, trailers and commercial haulage, and also authorizes a Car. Helicopter License (H) covers rotary-wing aircraft. Plane License (P) covers fixed-wing aircraft. A license is a written book carried on demand, expires at season end and may be suspended. The registrar assesses points: 2 for a minor moving violation, 4 for reckless driving and 6 for impaired driving. Twelve points in 30 in-game days suspends the license, and points expire after 30 in-game days.
Penalty: License action
Every road vehicle needs a visible unique plate and a registry entry; no plate means no road use. Park on the right within one block of the curb. No parking at crosswalks, fire lanes, gates or within eight blocks of a waystone.
Penalty: Misdemeanor
On a guard's signal, stop on the right, keep hands visible and produce license and registration. Fleeing, ramming an officer or teleporting away is evasion. Impound follows no license, no plate, impaired driving or a blocking vehicle.
Penalty: Misdemeanor
Use a sidewalk where one exists and cross at a marked crosswalk. Crossing within 32 blocks of a crosswalk without using it is jaywalking. Where no crosswalk exists within 32 blocks, mid-block crossing is lawful.
Penalty: Petty
A helicopter or plane may take off, land or hover only at a registered helipad or airfield. The site must be outside a town core and clear of spawn, roads, rail lines, waystones and tall builds. No low flight over town, no discharge of a weapon from an aircraft, and no flight while impaired. A passenger needs a second seat. An emergency landing is allowed but must be reported within one real day.
Penalty: Misdemeanor
Driving or piloting without the matching license, with a suspended license or with a forged or borrowed license is unlicensed operation. The vehicle is impounded, and a repeat within 30 in-game days is a felony. A licensed operator who knowingly lets an unlicensed person operate their vehicle is liable as an accomplice. A license may be suspended for points, unlicensed operation or a felony involving a vehicle.
Penalty: Misdemeanor or felony
Impound grounds are those in Articles 6.11 and 6.14: no license, no plate, impaired driving, a blocking vehicle or unlicensed operation. Impound is tow only; the custodian never searches or seizes the vehicle's contents. The police custodian records the vehicle, plate and location. The owner recovers the vehicle on proof of ownership and payment of the release fee of 8 gold ingots at the Government Building reception, and the release is recorded. A denied release may be appealed to the court under Article 9.10. A vehicle unclaimed for 30 in-game days may be disposed of by the town after notice, with proceeds applied to restitution.

Contracts are real: written terms, public procurement, fair shops, capped interest and restitution-first remedies.
A contract needs offer, acceptance, consideration, capacity and a lawful purpose. A gift is not a contract. Chat, voice or a signed book may form one if its terms are clear.
Penalty: Civil
Land, leases over one season, loans over 16 gold ingots, employment over seven real days and team charters must be written and witnessed. An unwritten deal is enforceable only to the extent already performed.
Penalty: Civil
A government contract needs council authorization, a written and sealed agreement, registry entry and public procurement. No official may profit personally. Performance bonds, termination for cause and audit are standard terms.
Penalty: Civil
A breach entitles the injured party to cure, restitution, specific performance or proven item damages, in that order. No punitive damages. A written settlement ends the claim.
Penalty: Civil
A false material statement, made knowingly and relied on to another's loss, is fraud. A scam is fraud plus theft. Bait-and-switch and forged deeds are fraud.
Penalty: Felony
A shop must post seller, item, price and stock. A receipt is available on request. Defective or misrepresented goods are refunded or replaced within one in-game day.
Penalty: Civil
An auction announces its reserve and closes at the hammer; seller and shill bids are void. Price-fixing, bid-rigging and market division are illegal. Essential services must be offered on posted terms.
Penalty: Civil
A loan over 16 gold ingots must be written and witnessed under Article 7.02, and states principal, term and interest. A smaller loan is enforceable only as performed. Interest may not exceed 10 percent per season and may not compound. No loan may create a real-money obligation. Banks are lawful businesses under this article: they may take gold deposits, issue written receipts, hold gold in custody and make loans on these terms. Every deposit, withdrawal and loan is written and witnessed under Article 7.02. No digital currency, account balance or virtual money exists; a receipt is a claim on physical gold, never a currency.
Penalty: Civil
A creditor may not use violence, break in, seize a chest or impose forced labor. A claim goes to court. A bankrupt debtor surrenders non-exempt assets, keeps tools, armor and bed, and pays a restitution plan.
Penalty: Civil
Employment states task, wage and payment time. Wages are earned on completion and must be paid within one in-game day. Either side may end the arrangement with one real day's notice.
Penalty: Civil
A team or guild files a charter naming its leader, assets, discipline and dissolution terms. Partners share profits and losses as written. A charter cannot override the team plugin's roster or alliance rules.
Penalty: Civil
Insurance needs an insurable interest, a premium, a deductible and proof of loss. It never covers illegal acts or self-caused loss. A fraudulent claim voids the policy.
Penalty: Civil
A written, witnessed will controls registered assets; without one, assets split equally among teammates, then pass to the town. Taxes need a published ordinance, and tolls are lawful only on private or leased roads. Public roads and waystones stay free.

Registered land, safe buildings, clean industry and protected wild places.
Every parcel and town is recorded by coordinates, owner, charter and marked boundary. Fences are evidence, not title. Unregistered wilderness is open until a player registers active use.
Land transfers by written deed signed by both parties, witnessed and registered. A lease states term, rent, deposit and repair duty. A registered easement for a road, rail, pipe or power line binds later owners.
Penalty: Civil
A permit is required for a town, road, bridge, shop, factory, building over 16 by 16 or 32 blocks tall, demolition or a heritage alteration. Work without a permit gets a stop-work order.
Penalty: Civil
Build four blocks from a road edge, two from a side lot line, four from water and eight from a rail centerline. Town core height is 32 blocks, general town 64 and open land 128.
Penalty: Civil
Wooden buildings need four blocks of separation or a stone party wall, two-block exits and no open lava within eight blocks. No unsupported span over eight blocks or sand over a road.
Penalty: Misdemeanor
Keep four blocks clear of a road edge or waterway, with four blocks of overhead clearance. Public roads, bridges, rails and waystones may not be blocked, sold or privatized.
Penalty: Misdemeanor
Factories, refineries, TNT lines and Immersive Engineering multiblocks belong in the industrial district, 32 blocks from homes. Enclose machines and observe quiet hours. Smoke, noise or runoff that substantially interferes with a neighbor is a nuisance.
Penalty: Civil
Rare and cave biomes from Biomes O' Plenty, Terralith and Tectonic are protected with a 16-block buffer. YUNG's and Moog's structures and named monuments may not be altered or looted without a heritage permit. Restoration is by record.
Penalty: Felony
Replant after cutting; no clear-cut over 64 logs without a license and no mining under a registered build or heritage site within 32 blocks. Underground mining with conventional tools requires a government mining permit issued through the registrar under Article 8.12, and mining underground without a permit is a misdemeanor. Mining charges are military-grade explosives under Article 5.08 and are not available to civilians; a citizen mines with conventional tools only. Backfill shafts and reclaim quarries. Never dump lava, oil or sewage into water; hazardous waste goes to a licensed site.
Penalty: Civil or misdemeanor
Hunt and fish only in season, outside town and within bag limits; listed Alex's Mobs and Alex's Caves species may not be killed or captured. Livestock and pets need space, food, water and shelter. Animal fighting is illegal.
Penalty: Misdemeanor
After 30 real days of inactivity a town registers and notifies the owner; after 60 real days it may secure or transfer the property at a hearing. A dungeon may be claimed by a sign for seven in-game days. Heritage sites are never lootable.
Penalty: Civil
The registrar office keeps the public registries of parcels, towns, plates, weapons, businesses, licenses, mining permits, blasting permits (TNT, at most 16) and explosion-area permits. Every entry records the owner, the class, serial or coordinates, the date and the status. A building permit issues under Article 8.03; a mining permit under Article 8.09 and a blasting permit or explosion-area permit under Article 5.07 issue through the registrar. An entry or permit may be corrected or cancelled on written proof of error or fraud. Registry entries are evidence under Article 8.01, not title.

Guards investigate, courts decide, restitution comes first, and the published bands are paid in items, never real money.
Courts hear in-character disputes between players and towns. Server rules, bans, OOC conduct and staff actions are outside their jurisdiction. Staff are OOC and cannot hold IC office.
A licensed guard may identify and look up players, write notes, warn, cite, issue fines, flag a suspect, scan plates, impound and release vehicles, view the weapon registry, hold a named weapon for court under a warrant or with consent, jail or release a suspect under Article 9.12, and toggle duty. A guard may not search a player or container without consent or a warrant under Article 9.04, seize items from a player, or kill a surrendered player. Detention without a legal basis under Article 9.12 is false imprisonment.
A judge or the govexecutive issues a written warrant on probable cause, naming the person, place and items. An issuer who is a party, teammate, ally or witness recuses. The warrant is executed with two witnesses and lasts seven in-game days.
A chest, shulker box or safe needs consent or a warrant; an ender chest is always private. InvSee and WorldEdit are staff-only and never IC search powers. Refusal is contempt, not forced access.
An arrest states the charge, shows any warrant and allows surrender. Force is minimal and only for a violent offense or a warrant. Killing a player who surrenders is murder.
Evidence includes screenshots, recordings, chat logs, signed books and witnesses. The prosecution bears the burden: beyond reasonable doubt for a felony, preponderance for a civil claim. Silence is not evidence.
Charges and evidence are served within two in-game days of arrest. Bail is set in items and returned on appearance. An accused may hire counsel or request a public defender.
A trial is public with two in-game days' notice, an impartial judge, both sides heard and a reasoned verdict. A jury of three to five citizens may be requested; a hung jury is a mistrial.
Judges are appointed by the council under Article 10.05, pass a legal exam and recuse if a party, teammate, ally, employer or witness. Bribery, nepotism, evidence tampering and abuse of office are felonies; tampering that causes wrongful punishment is aggravated. Whistleblowers are protected. Contempt is a fine of 16 gold ingots or service, never death.
The court sits as a panel of three: one judge and two citizens under Article 10.03. The accused may request a public defender, appointed by the court. A case is filed in writing with the charges, evidence and witnesses. One appeal, filed within seven in-game days, lies on procedure, new evidence or a disproportionate sentence, heard by a fresh panel of three. A final acquittal or conviction bars a second IC prosecution. Staff action is separate.
Restitution first; then fine, service, license action, jail or exile. Bands map to the mod bands PETTY, MISDEMEANOR, FELONY and AGGRAVATED: PETTY warning or 8 gold ingots; MISDEMEANOR 16 gold ingots; FELONY 32 gold ingots plus restitution; AGGRAVATED 64 gold ingots plus restitution plus exile 7-30 in-game days. An offense described as aggravated takes the AGGRAVATED band. Items only, not real money; no death penalty.
Jail runs on the plugin jail only and needs a legal basis: the suspect's CONSENT, a VIOLENT_OFFENSE or a WARRANT. Without a warrant, jail may not exceed ten minutes. Release follows the end of the term, an acquittal, a court order or a waiver, and the guard records it. Exile denies town services, never server access. A bounty is lawful only on a court-declared outlaw, with capture first and no kill after surrender. Trapping a player without a legal basis is false imprisonment.
A held weapon or item enters a written chain of custody: holder, reason, warrant or consent, date and storage. A held item is returned after an acquittal or dismissal, and is forfeited after conviction only by the owner's written surrender. No guard or court may force an inventory search; refusal is contempt under Article 9.04, never forced access.
Every fine is assessed in a band under Article 9.11: PETTY, MISDEMEANOR, FELONY or AGGRAVATED. A fine is paid only at the Government Building reception, in gold ingots, and the receptionist records a receipt. A govworker receptionist may accept payment and clear the fine; a govexecutive or judge may waive a fine only with a recorded reason. Nonpayment is enforced by license action or a court order, never by jail in lieu of payment.
The govexecutive appoints guards. A guard takes a public oath to enforce this Code, records official acts and toggles duty status; off duty a guard holds no police powers. A guard recuses from an investigation, arrest or decision where personally involved. A guard license may be revoked for misconduct under Article 9.09.
A petty or misdemeanor prosecution is barred 30 in-game days after the act, and a felony 90 in-game days after the act. An aggravated offense has no limitation. Time while a filed charge is pending is excluded.

Server rules and staff decisions override every IC institution. Staff are OOC, cannot hold IC office and are not subject to IC suit or subpoena. Staff tools never become IC evidence, and martial law under Article 10.11 is an OOC staff action, never an IC power.
A town is a registered charter with a name, boundary, government form and public services. One player may hold one primary town. A charter cannot contradict this Code, and public purchasing follows Article 7.03.
A resident registers a home in town for three real days; a citizen is a resident with one hour of playtime in the last 30 real days. One vote per player, and alts may not vote.
Elections use a secret ballot, a neutral returning officer and a published result. Bribery and vote buying void the election, and one third of citizens may petition a recall. Interim officials serve until the first elections within 14 real days.
A mayor and three to five councillors govern. Ordinances are published one real day before effect and may not legalize what this Code forbids. Taxes and budgets require an ordinance.
Towns maintain roads, waystones, clinics, fire response, waste and the registry. No town may monopolize a waystone, spawn route or public road. Damage is repaired first and billed second.
Players have speech, press, assembly, petition, association and privacy rights, limited by server rules and reasonable time and place rules. No punishment without a published rule, notice, hearing and appeal.
A treaty is written, ratified by both councils and published. No secret treaty. Alliance size follows the team plugin, currently one ally per team.
War is declared in writing one real day ahead with cause, objectives, combatants and a window, and registered with the clerk. Attacks on neutrals, surrendered players, hospitals, heritage or safe zones are war crimes.
A town may declare independence as roleplay. It never changes server ownership, land claims or staff authority. Rebellion is not immunity from server rules.
A mayor may declare an emergency for one real day for curfew or armor permission. A requisition needs a published cap, a written receipt, the return of unused items and compensation for loss or damage. The council may override the order and staff may end it. Martial law is an OOC staff action, never an IC power, and sunsets within one real day.
The council may amend by two-thirds vote plus mayoral signature, or one third of citizens may propose an amendment passed by majority. If one article is void, the rest stand. Mod-dependent articles expire at season end unless re-passed, and staff review mechanical changes.
Chapter XIBusiness

Businesses are registered hierarchies of written positions and paid contracts; the CEO holds the root, wages run per real day, and gold is the only currency.
This Chapter governs registered businesses, their positions and the written contracts by which they employ players. A BUSINESS is an enterprise registered under Article 11.10. A POSITION is a named role in a business with a rank and recorded permissions. A CONTRACT is the record created when a player accepts a written GUI offer stating the business, position and wage. A WAGE DAY is 24 real hours. A ONE-TIME CONTRACT is a written contract for a single task or delivery; it ends on completion and never occupies a business position. An ACTIVE CONTRACT is one accepted and not yet ended by resignation, termination, expiry or closure. A COMPLAINT is a written CEO allegation under Article 11.08 that an employee has failed to work. A business position is not a government job. For a business position, this Chapter controls over Article 7.10 to the extent of any difference.
A player may hold at most one government job and at most one business position at the same time. For this article, the government jobs are citizen, police, govworker and govexecutive. The CEO holds the root position of the business and that position counts as the player's one business position; a player may be CEO of only one business. A player may not hold two business positions or two government jobs. A one-time contract does not occupy the business position and may be held alongside a government job and a business position. An offer or acceptance that would exceed these limits is void.
Penalty: Civil
Hiring requires a written offer delivered through the business GUI. The offer states the business, the position, the wage per wage day and the player making the offer. The player may accept or decline in the GUI; a decline ends the offer. A contract exists only when the player accepts and the server stores the accepted contract. A verbal promise, chat message, sign, book or private arrangement is not a contract and creates no wage claim. An offer lapses after one real day or when withdrawn before acceptance. An acceptance that does not match the stored offer is void.
A wage is stated in gold ingots or gold blocks for each wage day of 24 real hours. The first wage day begins when the contract is accepted. Work for less than a full wage day is paid pro rata unless the written contract states a fixed price for a task. Every payment is recorded with the contract, amount, payer and time, and the employee may inspect the record. Wages are paid in physical gold only. A custodial bank account balance under Chapter XII is a stored claim on gold held by the State; it is not a second currency, credit or promise of payment. For business employment this article sets the wage period; Article 7.10 supplies the payment timing.
Penalty: Civil
The CEO is the owner of the business and holds its fixed root position. Every other position sits below the CEO in a single recorded hierarchy. Each position has one rank, and no position may outrank the CEO or sit beside the root. A player may not create, move, delete or change the rank of a position at or above their own position, may not place themselves or another player in a position at or above their own, and may not promote or demote themselves or change their own rank, wage or permissions. A manager acts only below the manager's position. The CEO alone may create positions directly below the root and appoint managers.
Penalty: Civil
Every position records the permissions it may exercise: hire, fire, promote, demote, create position, delete position, move position, payroll and business notes. The CEO holds every permission. A manager may exercise only the permissions recorded for the manager's position and only over positions below it. No position may grant a permission that its creator does not hold. A permission change is written, takes effect when saved and may not be used retroactively. The government powers in Articles 11.10 to 11.12 are not business permissions and cannot be granted by a CEO.
Hiring follows Article 11.03. An employee may resign at any time in the GUI; resignation ends the contract at once, and wages already earned remain payable. A manager may fire an employee whose position is below the manager's position, with a written reason. A promotion or demotion requires a written offer accepted by the player, except that the CEO may demote for cause with a written reason and an appeal under Article 11.14. A termination or demotion without a written reason is void. Every hire, resignation, termination, promotion and demotion is recorded and retained under Article 11.13.
Penalty: Civil
An employee must perform the tasks of the position in good faith and attend when the contract requires. If an active employee does not work, the CEO may file a written complaint in the GUI naming the contract, the missed work and the dates. The employee is notified and may answer in writing within two real days. A complaint is upheld only on evidence of missed work without excuse; the decision and reasons are recorded. A complaint against an ended contract is void. A complaint may not be filed for a wage claim, an appeal, a protected report or a refusal to break this Code. A knowingly false complaint is a civil offense.
Penalty: Civil
On the third upheld complaint against the same active contract, the contract is terminated at once. The worker is fined 64 gold ingots and must pay restitution equal to all wages paid on that contract. The fine and restitution are paid to the CEO through the fine restitution path and recorded against the contract. The worker may not be hired by the same business again until the amount is paid. Dismissed complaints do not count. Complaints are counted per contract, not per business, position or player, and a new contract starts a new count. This penalty is fixed by this article.
Penalty: 64 gold ingots plus restitution; contract terminated
A govworker or govexecutive may register a business in the name of its CEO through the Government Building registry. The CEO must consent in writing first. Registration records the business name, CEO, purpose, location and date, and creates the CEO's root position. A registration that names a CEO who already holds a business position, or who is not eligible under Article 11.02, is void. The registry issues a written record. Registration does not make the government an owner, partner or shareholder, and the government may not take the business's gold or assets merely by registering it. A false registration is a civil offense.
Penalty: Civil
A govworker or govexecutive may rename a registered business. The change is written, states the old and new names, the officer and the date, and is published in the registry. A rename does not alter the CEO, positions, contracts, debts, permits or liabilities. A name may not impersonate a government office, another business or a player, and the registrar may refuse a deceptive name. The CEO may request a rename, and a refusal may be appealed under Article 11.14. A deceptive rename is void.
Penalty: Civil
A business closes only by soft closure. A govworker or govexecutive may order closure; the order requires approval by a second government official who is not the CEO, an employee or a party, and states the business, reason and effective time. On closure all active contracts end, positions stop and the business is marked closed; it may not hire, trade or hold itself out as open. No business, position, contract, complaint, payment or registry record may be hard deleted. Closed records remain available to government and to affected players. A closed business may reopen only by registration under Article 11.10.
Penalty: Civil
The server keeps a player history of the last 10 employment events for each player, including hires, resignations, firings, promotions, demotions, complaints, fines and payments. A player may view their own history in the GUI. A CEO may view the history of contracts in the CEO's business, and government may view it for an official act. Each record states the event, business, position, date and actor. A player may request correction of a factual error; the correction is appended and the original is retained. Older events may be archived but never destroyed.
A dispute over a contract, wage, complaint, promotion, demotion, rename or closure is filed in writing under Article 9.10. An appeal lies within seven in-game days and is heard by a fresh panel. A CEO may not use a complaint, demotion or firing to retaliate for a lawful report, a wage claim or an appeal, and may not request a closure for that purpose; such an act is void and is a civil offense. No player may create positions, contracts or complaints to evade Article 11.02, manipulate a complaint count or launder gold. A contract or complaint made in bad faith is void, and repeat abuse is a felony.
Penalty: Civil or felony
Chapter XIIEconomy
20 articles
The State keeps a custodial ledger of gold claims, mints nothing but physical ingots, taxes transactions at 2 per cent, pays wages from recorded accounts, sells whitelisted goods at posted prices, commissions building contracts and audits every movement.
The gold ingot is the only legal tender and the only lawful mint in the Season. No player, business, town or official may issue a second currency, token, scrip, note, credit or promise of payment, and no balance may be traded as money. A custodial account balance under this Chapter is a stored claim on gold held by the State and is redeemed only by teller withdrawal under Article 12.04. A receipt or written record of a balance is evidence of that claim and is never itself a currency, and Article 11.04 governs the form in which wages are paid.
Penalty: Civil
The State keeps every account balance as a custodial ledger entry; no player holds gold inside an account as an item. There are four account types, Player, Government, Police and Business, identified as player:<uuid>, government, police and business:<id>. A balance is a long integer from 0 to 10,000,000 and is never negative; the cap applies to the balance, not to a single transaction. A Player or Business account belongs to its named owner, while the Government and Police accounts are public accounts held for the State. Accounts are opened, frozen and closed under Articles 12.03 to 12.05 and are never deleted.
A deposit may be made only while the player stands inside a configured bank region or town hall region; the check is made on the server and a client cannot assert a location. A deposit is of whole gold ingots, at least 10 and at most 64 per transaction, with one deposit per player per minute. A deposit is taxed at 2 per cent under Article 12.06, so a deposit of 64 ingots credits 62. A deposit fails closed, with no balance and no ledger line, if the region, the account or the limit check fails, and an interrupted deposit never mints a balance. Gold lost to a failed or interrupted deposit is remedied only by an audited console credit recorded under Article 12.17.
A withdrawal is made only through a teller at a bank: a government worker holding the bank permission performs the command for a named online player, and no player may withdraw from their own account by command. A withdrawal is of 2 to 64 whole ingots per transaction, taxed at 2 per cent under Article 12.06, and the player receives the net amount in physical ingots. The account must hold the gross amount before delivery, so no overdraft is possible and no negative balance may be recorded. Physical delivery happens only after every check has passed; if delivery fails, the debit is abandoned and nothing is recorded. A teller who moves gold without the named player request commits a civil offence under Article 12.19.
Penalty: Civil
A transfer is permitted only in these directions: Government to Police and Police to Government; Government to Business and Business to Government; Government to Player; Business to Player and Business to Business; and Player to Player. No transfer may run from a Player to the Government or to a Business, from a Business to Police or from Police to Business, and no account may transfer to itself. A transfer from a Player by /pay, and any transfer with a Business as its sender, is taxed at 2 per cent under Article 12.06; a transfer from Government or Police is tax-free. A refused pair is not a permitted transaction and moves no gold.
Every taxable transaction pays a flat tax of 2 per cent of the gross amount, computed in whole ingots as tax = max(1, ceil(amount * 2 / 100)). Rounding is always upward against the payer, and a transaction whose net amount would be below 1 ingot is refused rather than rounded. The tax is debited with the gross in the same atomic commit and credited to the Government account in that same commit, so no tax is accrued, invoiced or collected later. A failed transaction incurs no tax, and a tax once collected is never refunded, including after a later void or reversal.
All taxes under Article 12.06, store receipts under Article 12.11, fine principal under Article 12.08, contract penalties and unclaimed balances accrue to the Government account. Revenue is never voided, burned, paid to a staff member personally or left in an unofficial account. If the Government account is missing when a receipt arrives, it is created before the credit. The ledger is conserved under Article 12.17: a receipt moves gold between recorded accounts and never creates a second claim. A public officer who diverts a receipt commits a civil offence and is liable for restitution.
Penalty: Civil
A fine principal is paid only at the Government Building reception, in gold ingots, and the receptionist records a receipt; no other counter, command or player collects a fine. One hundred per cent of the principal is Government revenue and none of it is paid to the officer who collects it. A government worker may collect the principal, and a waiver is recorded by an official authorised under Article 9.14 with a written reason. Restitution is separate from the fine, is paid to the victim and is never counted as Government revenue. A receipt that is not written into the ledger is not a payment.
Penalty: Civil
The Police account is funded only by transfers from the Government under Article 12.05 and by police payroll paid from that account. The Police have no independent revenue: they may not retain fines, sell goods, charge for services or receive store income. Police payroll is tax-free, and a Government transfer into the Police account is tax-free. An officer who collects money for the Police outside this article acts without legal basis and the receipt is void. The Police account is never overdrawn and its funding is published in the audit under Article 12.17.
Penalty: Civil or Criminal
Government, Police and Business payroll each run from their own account: Government payroll from the Government account with the government payroll permission, Police payroll from the Police account with the police payroll permission, and Business payroll from the business account with the CEO position or the payroll permission. One run per scope is permitted in each period of 24 real hours, and a second run in that period is refused. Business payouts are taxed at 2 per cent under Article 12.06; Government and Police payouts are tax-free. An employee must hold the job or an active contract under Article 11.03, no player may pay themselves, and a run pays at most 64 ingots per employee with any excess carried as arrears capped at 640. A run whose total exceeds 1,024 ingots or whose funding fails pays nobody.
Penalty: Civil
The Government Store is buy-only: it sells only goods on the published catalogue, at the posted tier price, and does not buy, buy back or accept returns. A purchase is for 1 to 10 stacks of one listed item, and the price is the tier price times the number of stacks; the client sends no price and a forged price is ignored. The full price is debited from the player in the same commit that credits the Government account, and revenue is recorded as a store receipt under Article 12.07. If the inventory cannot accept every stack or delivery fails, nothing is debited and no revenue is recorded. There is no haggling, discount, credit or reservation.
A store price must be at least the market floor for the item and at least tier x 1 gold ingot per stack, with tiers from 1 to 4. No gold ingot, gold nugget, gold block or item whose recipe output contains gold may be stocked, so the Store can never sell the currency itself. No player may buy through the Store to obtain a recipe arbitrage, and no purchase may be a wash or collusive trade that returns the same gold to its source. Wash trading, collusive pricing and forged floors are prohibited practices under Article 12.18. Any item not on the catalogue is unavailable, and there is no fallback to another list.
Penalty: Civil
A building contract is a Government commission recorded in writing with a book and quill: the poster, builder, materials budget, labour fee, description and expiry. Materials and labour are each from 1 to 99 ingots and their total may not exceed 198. The Government funds the total into escrow before the contract is posted, and the escrow is not spendable until it is released under Article 12.14. A builder may hold one active contract and the State may hold at most five non-terminal contracts at once. A poster may not approve, accept or void their own contract, and a contract made to evade this rule is void.
Penalty: Civil
A posted contract that expires before acceptance returns its full escrow to the Government and pays the builder nothing. If an accepted or submitted contract expires or is voided, the materials budget is credited to the builder and the labour fee returns to the Government; a void requires a written reason. No contract record is ever deleted, and every state change is recorded with its date and actor. An approved contract pays the full labour fee to the builder with no tax, because the Government is exempt under Article 12.06. A second approval or a void of an already final contract is refused as an invalid state.
Penalty: Civil
A business account belongs to the business and not to its CEO: the balance may be spent only for the business under Article 11.06 and is not the personal gold of the CEO. On soft closure under Article 11.12, unpaid payroll and any Government claim are paid first from the balance. The taxed remainder is then paid to the CEO, with tax computed under Article 12.06 and credited to the Government. The account is set to zero and closed, and the record is retained; no business, account or ledger record may be hard deleted. A closure that skips a payroll or Government claim is void.
Penalty: Civil
A player may read the balance and history of their own account and of a business they control. Staff may read any account only in the course of an official act, and that access is audited under Article 12.17. Another player may not read a balance or history, and the counterparty of a private transfer is redacted unless the reader holds the bank permission. The server keeps the 10 newest records for each player together with the ledger, and older events may be archived but never destroyed. A read never changes a balance or writes a ledger line.
Penalty: Civil
Every balance mutation is recorded in an append-only ledger with a unique and gap-free sequence, the transaction kind, the accounts, the gross, the tax, the actor, the reason and the timestamp. Every mutation also produces an audit line, and a payroll batch produces one line for the run. No mutation may be committed without its audit line; a failure writes neither a balance change nor an acceptance line. The conservation check is the sum of balances plus contract escrow equal to total deposits minus total withdrawals, and it is asserted, never silently repaired. The audit is available to government and to the courts under Article 9.06, and no entry may be edited or removed.
Penalty: Civil
The following are prohibited: duplication of gold or of a balance, wash trading, collusive pricing, nonce replay, account farming, a forged price, self-approval and any circumvention of a region or rate limit. A repeated nonce is refused and performs no mutation, a forged client price is ignored, and a second action inside a one-minute limit is refused. A player may not open accounts or businesses to evade a cap, a payroll limit or Article 11.02. These practices are civil offences, and duplication, forgery or repeated evasion is also a criminal offence under Article 7.05. Gold or a balance obtained by a prohibited practice is restored or removed by an audited correction.
Penalty: Civil or Criminal
An officer may refuse a transaction that fails this Chapter, freeze an account, impose a civil fine, order restitution or refer the matter to the courts under Article 9.10. A freeze forbids debits and allows credits, preserves every record and does not delete a balance. A sanction is written with the actor, reason, amount and date, and is audited under Article 12.17. A fine is paid at reception under Article 12.08 and restitution is paid to the victim. An appeal lies within seven in-game days, and a staff action remains separate from the in-character process.
Physical gold held by a player, an outstanding fine, a recorded payroll obligation and an existing business or building contract survive the commencement of this Chapter without conversion. The first schema migration creates the Government and Police accounts at a balance of zero and preserves every existing record. No tax is charged retroactively on a transaction completed before commencement, and no balance is created for gold that was not deposited. A contract posted before commencement is completed under the rules in force when it was posted. An account opened after commencement starts at zero and is funded only under Articles 12.03 to 12.05.
